    Psychosocial Disability and Deprivation of Liberty: Reviewing the case of Qatar in the light of the Convention on the Rights of Persons with Disabilities

    This paper analyses the main implications of the prohibition of deprivation of liberty on the basis of disability in the field of mental health under the Convention on the Rights of Persons with Disabilities and its impact in Qatar’s legal system. It shows the contradiction between the specific regimes of deprivation of liberty of persons with psychosocial disabilities and Article 14 of the Convention. The paper also proposes some changes in Qatar’s system to ensure that persons with psychosocial disabilities enjoy the right to liberty on equal terms with others

    Comparing Terrestrial Laser Scanning (TLS) and Wearable Laser Scanning (WLS) for Individual Tree Modeling at Plot Level

    54 p.This study presents a comparison between the use of wearable laser scanning (WLS) and terrestrial laser scanning (TLS) devices for automatic tree detection with an estimation of two dendrometric variables: diameter at breast height (DBH) and total tree height (TH). Operative processes for data collection and automatic forest inventory are described in detail. The approach used is based on the clustering of points belonging to each individual tree, the isolation of the trunks, the iterative fitting of circles for the DBH calculation and the computation of the TH of each tree. TLS and WLS point clouds were compared by the statistical analysis of both estimated forest dendrometric parameters and the possible presence of bias. Results show that the apparent differences in point density and relative precision between both 3D forest models do not affect tree detection and DBH estimation. Nevertheless, tree height estimation using WLS appears to be affected by the limited scanning range of the WLS used in this study. TH estimations for trees below a certain height are equivalent using WLS or TLS, whereas TH of taller trees is clearly underestimated using WLSS

    Article 12 of the Convention on the Rights of Persons with Disabilities provides that persons with disabilities are entitled to full legal capacity on an equal basis with others and obliges State Parties to provide access to the support that they may require exercising this legal capacity. This paper analyzes the main implications of this Article and its impact on Qatar´s legal system, focusing on the general regulation of legal capacity and provisions in the domain of Private Law, including Family Law. We examine how Qatar´s legislation needs to be adapted to the new paradigm of the CRPD, overcoming preconceptions based on the medical model and assistencialism, which is focused on protection, and moving towards the social model and the human rights approach, aimed at promoting the autonomy of persons with disabilities. To comply with Article 12, Qatar must review the legal provisions that allow the deprivation or restriction of legal capacity on the basis of disability and that require “be[ing] of sound of mind” as a condition to perform legal acts or to exercise rights. Qatar must also take action to replace regimes of substituted decision-making with supported decision-making – extending some support mechanisms available in current legislation – and to ensure the respect of the person’s will and preferences

    Novel Pole Photogrammetric System for Low-Cost Documentation of Archaeological Sites: The Case Study of “Cueva Pintada”

    19 p.Close-range photogrammetry is a powerful and widely used technique for 3D reconstruction of archaeological environments, specifically when a high-level detail is required. This paper presents an innovative low-cost system that allows high quality and detailed reconstructions of indoor complex scenarios with unfavorable lighting conditions by means of close-range nadir and oblique images as an alternative to drone acquisitions for those places where the use of drones is limited or discouraged: (i) indoor scenarios in which both loss of GNSS signal and need of long exposure times occur, (ii) scenarios with risk of raising dust in suspension due to the proximity to the ground and (iii) complex scenarios with variability in the presence of nooks and vertical elements of different heights. The low-altitude aerial view reached with this system allows high-quality 3D documentation of complex scenarios helped by its ergonomic design, self-stability, lightness, and flexibility of handling. In addition, its interchangeable and remote-control support allows to board different sensors and perform both acquisitions that follow the ideal photogrammetric epipolar geometry but also acquisitions with geometry variations that favor a more complete and reliable reconstruction by avoiding occlusions. This versatile pole photogrammetry system has been successfully used to 3D reconstruct and document the “Cueva Pintada” archaeological site located in Gran Canaria (Spain), of approximately 5400 m2 with a Canon EOS 5D MARK II SLR digital camera. As final products: (i) a great quality photorealistic 3D model of 1.47 mm resolution and ±8.4 mm accuracy, (ii) detailed orthophotos of the main assets of the archaeological remains and (iii) a visor 3D with associated information on the structures, materials and plans of the site were obtained.S

    Death, dying and informatics: misrepresenting religion on MedLine

    BACKGROUND: The globalization of medical science carries for doctors worldwide a correlative duty to deepen their understanding of patients' cultural contexts and religious backgrounds, in order to satisfy each as a unique individual. To become better informed, practitioners may turn to MedLine, but it is unclear whether the information found there is an accurate representation of culture and religion. To test MedLine's representation of this field, we chose the topic of death and dying in the three major monotheistic religions. METHODS: We searched MedLine using PubMed in order to retrieve and thematically analyze full-length scholarly journal papers or case reports dealing with religious traditions and end-of-life care. Our search consisted of a string of words that included the most common denominations of the three religions, the standard heading terms used by the National Reference Center for Bioethics Literature (NRCBL), and the Medical Subject Headings (MeSH) used by the National Library of Medicine. Eligible articles were limited to English-language papers with an abstract. RESULTS: We found that while a bibliographic search in MedLine on this topic produced instant results and some valuable literature, the aggregate reflected a selection bias. American writers were over-represented given the global prevalence of these religious traditions. Denominationally affiliated authors predominated in representing the Christian traditions. The Islamic tradition was under-represented. CONCLUSION: MedLine's capability to identify the most current, reliable and accurate information about purely scientific topics should not be assumed to be the same case when considering the interface of religion, culture and end-of-life care

    Implementing the International Convention on the Rights of Persons with Disabilities in Qatar: From charity to human rights

    A historically marginalized and overlooked segment of the general population worldwide, persons with disabilities have long struggled with discrimination, inequality and even maltreatment. They have often been treated as societal outcasts and their disabilities treated as medical conditions that need to be "fixed" in order for the individual to join the rest of society. Throughout the last three decades, this approach has been steadily changing towards an inclusive model whereas persons with disabilities are recognized as a protected group of citizens who are due the same complete human rights as the general population. This change has become particularly evident with the United Nation's approval of the International Convention on the Rights of Persons with Disabilities (CRPD) in 2006. However, the strides made by the approval of the CRPD are merely philosophical unless the rights recognized by the Convention can be defended by a court of law. This is where the importance of the ratification of the CRPD by member and observer states comes into focus. By ratifying the treaty in 2008, Qatar committed itself to a number of social and legal obligations. However, implementation of the CRPD in Qatar is dependent on a number of factors including political willingness, the abilities of the CRPD's United Nations Follow-Up Committee, and the capacity to raise awareness among the public in Qatar.     RESUMEN: Este trabajo considera la conceptualización y aplicación de la figura de los ajustes razonables en Qatar tras nueve años desde la ratificación de la Convención sobre los Derechos de las Personas con Discapacidad (CDPD). En él se trata de analizar la situación de igualdad y no discriminación de las personas con discapacidad utilizando como medida de impacto la figura de ajustes razonables. El artículo destaca las principales fallas y virtudes del Estado de Qatar respecto a esta figura y traza un camino a fin de poder avanzar en la inclusión de las personas con discapacidad a la luz de la CDPD. ABSTRACT: This paper considers the conceptualization and application of reasonable acommodation in Qatar after nine years since the ratification of the Convention on the Rights of Persons with Disabilities (CRPD). It analyzes the situation of equality and non-discrimination of people with disabilities using the figure of reasonable adjustments as an impact measure.
